One Arroyo Overlook Improvements Project

The One Arroyo Overlook Project is a comprehensive, forward-looking effort to enhance the promontory, access routes, habitat, and visitor experience in the Lower Arroyo Seco. Included will be the restoration of the historic Emma E. Dickinson Bird Sanctuary, including its fountain, patio, stone walls, benches, and stairways, as a central and cherished feature of the site.

OUR VISION INCLUDES

  • Restore the memorial bird sanctuary, including deteriorated tile work, walls, and benches
  • Restore crumbling, historic stone walls and steps in the area, including those leading down to the Arroyo
  • Enhance visibility and pedestrian safety
  • Add a trail from the bird sanctuary down to the casting pond so pedestrians do not have to share the narrow roadway with motor vehicles
  • Expand the Overlook’s footprint to introduce a natural, native habitat that supports and perpetuates bird life and reflects the Arroyo ecosystem
  • Improve accessibility for all users
  • Develop a Park Site Master Plan to pursue the project

WHY ACTION IS NEEDED

Today, the Emma Dickinson Bird Sanctuary and the surrounding overlook are in significant disrepair. Originally created in 1935 to honor Pasadena resident and bird lover Emma Dickinson, the site was designed as a quiet place for reflection, nature observation, and scenic views of the Lower Arroyo Seco, centered around a memorial fountain adorned with historic Batchelder tile, a hallmark of Pasadena’s Arts and Crafts heritage. The fountain is now non-operational, historic features have deteriorated, and years of neglect have left the area overgrown and unsafe. Most critically, sections of the historic stone walls are deteriorating and falling into the Arroyo Seco below, creating a safety hazard for both visitors standing at the overlook and trail users below. In addition, pedestrians leaving the overlook to access the Lower Arroyo must share a narrow stretch of roadway with vehicles, as there is no designated pedestrian path connecting the site to the trail system. Although a rehabilitation effort was proposed in 2009, it was never realized. Without intervention, continued structural failure and site deterioration place both public safety and this historic Pasadena landmark at increasing risk.

Existing Fountain (3 of 6)

The existing memorial fountain is currently non-operational and features historic Batchelder tile. It may have originally been connected to another water feature on the lower level of the site.

Condition of Existing Stone Walls (4 of 6)

The existing stone walls have deteriorated and show evidence of vandalism. In some locations, the walls are failing and beginning to collapse toward the Arroyo Seco.

Existing Drinking Fountain and Signage (5 of 6)

The existing drinking fountain remains operational but requires repairs to the surrounding stonework. Based on historic photographs, it is believed the fountain was originally clad in historic Batchelder tile similar to the memorial fountain.

Existing Trail Connections (6 of 6)

Existing trail connections provide access to the Rim Trail and Roy Begley Trail, with a potential future connection to the Arroyo Seco Trail adjacent to the vehicular entrance of the Lower Arroyo parking area.
